IDIS China Program is pleased to invite you to a lecture titled: China’s Cyber Sovereignty, by Andrew N. Liaropoulos, Associate Professor of International Relations and Strategy at the University of Piraeus.

About the lecture:
China’s concept of cyber sovereignty refers to the idea that states should have full authority to regulate and control the internet within their borders. This presentation explores how China promotes this principle as an alternative to the open, global internet model. It examines the mechanisms that China uses, including data governance, content control, and national digital infrastructure. The discussion also highlights how cyber sovereignty influences global internet governance debates and inspires similar policies in other countries. Finally, the presentation evaluates the implications for digital rights, international cooperation, cybersecurity, and the future structure of the global internet.

About the speaker:
Andrew N. Liaropoulos is an Associate Professor of International Relations and Strategy at the University of Piraeus. From 2015 to 2021, he served as Director of the Laboratory of Intelligence and Cybersecurity at the University of Piraeus. His research and publications focus on international security, cybersecurity, intelligence, information operations, new forms of warfare and hybrid threats. His work has appeared in leading journals and policy outlets, including the NATO OPEN Publication, the Geneva Centre for Security Policy, the Georgetown Journal of International Affairs, the Journal of Information Warfare, the Journal of Policing, Intelligence and Counterterrorism, and the International Journal of Cyber Warfare and Terrorism. He has also contributed chapters to edited volumes published by Routledge, CRC Press, Edward Elgar, and Springer.
